How is the API deployed?

@tingold - Would love to get an idea of how the API backend is deployed. Is there a CD pipeline set up, or possible to set up? I'd like to get a flow going where we could have confidence that the main is the same code as what's deployed, but understand that with a somewhat prototype-focused deliverable that might not be worthwhile.

Right now the API image is built manually and then pushed to a Google cloud project I have setup. Uses cloud run and cloud sql there. I'd be happy to setup CI/CD but am not sure what the "standard" is -- I know ClimateTrace is now using AWS. Will bring it up this week on the call...
