• enforce state_update_timeout (Sequencer liveness - fails to submit batch to SL within pre-determined time - Impl #927 )
• enforce final_state_update_timeout (feat(liveness): enforce more strict requirement once proposer is rotating #1085 )

Note: with final_state_update_timeout, you just need to define the deadline, not actually check if the deadline passed or not, this will be done lazily
