• Research if there is a problem
• Defined the problem
• Checked the problem is really a problem
• Linked relevant ADRs and PRs
• Gave convincing argument problem is solved by combination of ADRs and PRs. (This argument may be inside an ADR or be and ADR by itself)
• All relevant ADRs are approved
• All relevant PRs are merged

Issue can also be closed if problem turns out not to be a problem, or already solved.
