validate initial_sequencer is unique

Currently rollapp operators may set an initial_sequencer which was already set before.
once this address is set as an initial_sequencer for rollapp X, it shouldn't be able to register for e.g rollapp Y as a sequencer or initial_sequencer, otherwise rollapp X won't be able to use this address.
