fate_dice_roller is a Drupal feature (as in, Features module) that requires the Fate Utilities module
fate_utils Fate Utilities module referenced in the above feature
Enabling the feature will also enable Forums. You will need to create a topic, then make a comment to a forum topic to see the dice roller options.
