policy-tool always exits with a code of 0, even when an error occurs, eg.

$ policy-tool -m ... -t ... -o ...

Error no policy specified
$ echo $?
0

This makes it difficult to determine whether it was successful when called from a script. When an error is encountered, policy-tool should return a nonzero error code.
