[Bug] - Build-Action not working reliable

Describe the bug

When creating a Pull-Request, the Action fails with the following Log:

#27 ERROR: failed to push ghcr.io/dqualizer/dqanalyzer2:pr-74: unexpected status from POST request to https://ghcr.io/v2/dqualizer/dqanalyzer2/blobs/uploads/: 403 Forbidden

Weird thing: The Action worked in my fork after re-trying it.
