Updates to the BWA+OIDC article

Description

• While working up the new Entra article, I see a handful of NIT updates that I'd like to make.
• Convert the client secret bits over to use the Secret Manager tool.
• This issue can be worked after Blazor ROPC #33749 is merged and the sample apps are updated on Blazor BWA OIDC non-BFF/BFF samples update 9.0 blazor-samples#367.
