Rucio instances

Here we list the various instances and flavors of Rucio servers that exist in CMS. Things are not harmonized yet for since we started this exercise using personal resources. We also are missing the ability to run the authorization servers within kubernetes, which we hope is coming. As we phase out the test servers and make new ones, we expect that the naming will become more consistent.

The scheme for other servers in the setup is always cms-rucio-[server]-[instance] where [server] can be auth, graphite, webui, etc.
