pywinrm does not execute and return error

I have noticed very strange behavior.

here is sample script

Create a session

session = winrm.Session(
    winrm_host,
    auth=(winrm_username, winrm_password),
    transport='ntlm',
    server_cert_validation='ignore'  
    )

# Command to execute
command = 'puppet agent --environment qa'
result = session.run_ps(command)

Linux: RHEL 8.x
Windows: 2019 server

Sometimes powershell will not get executed, but std_err is also empty string. Windows Event viewer also does not have any trace.
It works fine when rerun the script. Any hits to debug.
