Explain bag-of-blocks in algorithms #32

Various algorithms return a bag-of-blocks set. A few words about how they should be serialized should be said, i.e. that the set of blocks just needs to be turned into a string of concatenated block headers topologically sorted. The notation of \tilde vs \overbar must be clarified in the text.
