New display rule for open badges #641

Is your feature request related to a problem? Please describe.
Open Badges on the wallet are currently:

showing identityHash when there's only an IDhash (do not show up for VC's) //expected
Not showing "Issued To" on the wallet for a cred when both IdentityHash and credentialSubject.name are missing //also expected

However, we want a new display rule for OB for the scenario where both are available.

Describe the solution you'd like
Display rules for Open Badges:

When both credentialSubject.name and identityHash (create new issue)

Ideally, for Open Badges, should prioritize identityObject and ignore credentialSubject.name

Describe alternatives you've considered
Currently not doing this
