We discovered this happens when the csv is not in a unicode format. It affects the UI, claim page, and email.
Recommended next steps:
discuss & determine how to handle csv files when they are not in unicode format. For example, it could be that we detect the format and display a warning. IN addition, we could add instructions wherever a csv file can be uploaded (batch issuing, credential template, email template)
It seems they are not properly recognized in several sections of the issuing platform.
