notepad and excell loose location and sizing on minimise

Describe the bug
with excell(office 365) or notepad, when you minimise the window the restore it from the task bar it does not return to its previous location or size. out of all the office 365 products it olny seems to be excell. word, powerpoint etc seem to be fine. the only other program that i have found doing it is notepad

To Reproduce

1. open app
2. locate in a division
3. minimise
4. restore from taskbar

Expected behavior
should return to the division and size it was set to prior
