Create open source tool for registering domain events from Dataverse to Azure that can be used without writing code

At the moment, there are several ways of publishing events from Dataverse to Azure. Those with code can publish specific event types, those without a requirement for code only get generic events for a single entity.

Create a generic tool, that will allow a functional consultant to register events towards Azure, that are domain specific and can aggregate data.
