[cms] Invoice page flicker while loading proposals #2631

Reproduce:

Open any invoice page

Observation:

Proposal column has loading indicators in cells
then the main area (starting with title and ending before comments) goes blank briefly (see image below)
then the main area shows again with Proposal column populated
