The following error is triggered when attempting to call settreasurypolicy for a ticket assigned to a VSP:

Key: 'SetVoteChoicesRequest.VoteChoices' Error:Field validation for 'VoteChoices' failed on the 'required' tag

I believe the VSP client in dcrwallet is not filling the VoteChoices field. It is marked as required in the VSP client API (even though there are no ongoing votes). I believe this needs to be filled to an empty map.
