Plugin expects to receive a 404, but according to spec can also receive "204 no content" #228

xAPI plugin expects to receive a "404 Not Found" status code from the LRS if no registration exists. However, an LRS can return a "204 No Content" (according to spec).

Need to accommodate for this additional return code.
