Data normalization

There seems to be a bit of a mismash of how to report weeks at partial salary. I would say we should probably normalize the numbers themselves to be weeks at full salary so they can be compared better.

Let me have a think on this. I agree this is tough-especially in CA where things are piggy-backed on top of the state PFL.

I don't want to explode the data model, but we could have:

paid_paternity, unpaid_paternity, etc.
