[Improvement][Metrics] The column_value_between metric should support single-side check

• I had searched in the feature and found no similar feature requirement.

Description

I just want to set the min value single-side check for the column_value_between metric, but front-end validation blocks me, so I have to set the max value too.

So the column_value_between metric should support single-side check, and front-end validation should only check one of values (min and max).
