implement config for `BleMonitorTask` #25

We should be able to configure how the BLE monitor works:

enable - Enable BLE scanning. If false cancel the task.
db_enable - Enable/disable writing scan data to the DB
topics_enable - Enable/disable writing scan data to topic streams
