fix(github): Release Docker image high cpu load due to deadlock detection

Tenderdash on testnet has very high CPU load. Based on CPU profiling, half of the load is caused by deadlock detection (go-deadlock), which should be disabled on full release images.

What was done?

Fixed bug in GitHub actions.
