運用 https://github.com/polor1010/tw-campaign-finance-recogntion 的成果，製作了這個程式：

把 api 上還沒有標示完成的文件掃過一遍去產生的結果：
http://campaign-finance.g0v.olc.tw/uploads/ans.csv.gz

也許可以直接匯入線上資料庫讓使用者協助校正

目前錯誤很多是把 ' , ' 辨識成 9 , 還有沒有處理圖片相反的問題

程式碼我再修正一下
