tags and extra_tags work differently.

From left panel this has results:
https://data.urbandatacentre.ca/catalogue/?theme=Environment&_tags_limit=0&tags=Growing

From filter popup this shows no results:
https://data.urbandatacentre.ca/catalogue/?extras_tags=Growing&theme=Environment&_tags_limit=0

These should be consistent.

The searching with custom string in tags does not work for unknown reason, it works if you pick from the dropdown list.
