What

Clean up partially written files (.part) files on start and shutdown.

Why

Keep the output folder clean.

How

  1. Move file_output::write_to_file to a struct method
  2. Add cleanup to struct creation
  3. Add another cleanup to struct shutdown, call that on shutdown
