patch kao and kcmo images fails if the stream already has been built #755

Running the script for patching the images, in case there was a previous run which ends up building the image the scripts fails with (i.e.):

BuildError: Build for crc-cluster-kube-controller-manager-operator-container-v4.14.0-202306070816.p0.g1e15498.assembly.stream already exists, id 2580029

So may before starting the building task the script should check if image already exists and if that is the case use it for pushing to quay
