VERSION divergence between github and CPAN

I see that version 0.14 of this library was released to CPAN on April 22. The master branch here in the repository, however, is still at 0.13. This is confusing for someone who wants to explore or contribute to the code.

I felt that confusion myself when updating the FreeBSD port: https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=227728

Apart from CPAN itself, where is version 0.14 to be found?
