It would be good if we had tests for the pinnings and migrations:

Make certain the pinnings and migrations adhere to a schema
Make certain all migrations can be merged into the pinnings and produce a valid output
Check that the pinnings and migrations reference real packages (check that the requested versions exist)

This way we can avoid errors merging things.
