GUI: Flatpak packaging #623

We should consider packaging Bison Relay as a Flatpak and doing a verified submission to Flathub.

Flatpak is becoming the preferred method of software installation in many distros and being on Flathub will enhance our visibility significantly.

Examples of existing chat software being distributed this way:

Signal has a million installs via Flathub, Element has about a quarter million, and Telegram 3 million.
