missing/empty project settings menue

We use redmine 1.3.3 and can't entrer any canned responsed.
I gave all r(two) ights for my test users role in project and found the link manage canned responses on bottom of edit issue form. If i click it i get the side "...projects/spielwiese/settings/canned_responses" which is the project settings with NO tab for canned responses and empty content.

Did you enable the "Canned responses" module in your project's settings?

Wie are no Moore using redmine 1.3 . dos it work in 2.4?

Redmine 2.4 has not yet been released, so I can't tell -- but it does work with Redmine 2.2 and 2.3.

how are ppl using this ? i also have the same issue. io have no way of adding messages

Sorry guys, this works on 2.2, but I have no idea what it takes to make it fly on a recent redmine.
