How should we account for Kevin McCarty's 2024 assembly committee? #41

Kevin McCarty announced he was running for Sacramento mayor on May 25, 2023 but he has raised money for his 2024 assembly committee since then:

This data isn't going to show up in the city's filing system, they're to his assembly committee. At the same time, he's getting checks to his assembly account after he's announced he's running for Mayor and theoretically that's just as meaningful as a donation to his actual committee.

I assume that if he does ever transfer money from the assembly committee to his mayoral committee they'll show up in the city filings. So we also don't want to double count them.

In a recent document from the city Ethics commission regarding a complaint about Flojuane Coffer, her lawyer makes the case that McCarty has actually raised more than half a million dollars for his mayoral candidacy including the mayor and assembly accounts (page 62).

According to this analysis he's raised $25.5K since his mayoral announcement which is about 25.4% of the $100K raised by the 2024 assembly committee.
