[Tracking] Create TAG ENV roadmap document

Description

According to the TOC TAG documentation changes every TAG should have a roadmap document - ref. https://github.com/cncf/toc/blob/main/tags/resources/tag-formation-templates/template-tag-readme.md

The template isn't yet developed by the TOC, but we may want to track this action already now and maybe even create a draft version of the document that can be shared with TOC to help with creation of the common TAG roadmap template.
