Fix warning of beta version for debian based releases #218

There is a warning for debian based releases for beta packages. Fix the versioning schema and remove the warning

I had a hard time finding the warning message. Anchors in Github Actions workflow run links do not always work.

Here is the warning message in question:

W: postgresql-14-citus-beta-11.0-dbgsym: rc-version-greater-than-expected-version 11.0.0-beta.citus > 11.0.0 (consider using 11.0.0~beta.citus)
