CertNanny should check permissions for directories in /var/CertNanny #79

CertNanny should, upon startup, check permissions of the directories in /var/CertNanny and throw an error and exit if permissions are too lax, similar to OpenSSH. This is to prevent vulnerabilities, especially if these directories are world writeable.
