Add area graph to the Carbon library.

Types of area graphs -

• simple
• stacked
• overlay
• stepped

@joelsamthomas we are wanting to try to keep everything on the issues in GitHub and looking to move away from Jira for Carbon projects/contributions. In my time with the project the Jiras had mainly been used for some design discussion, test review, requirements and tracing. All of those can be facilitated via the issue. They are also requesting to move our project queue out of JIRA2 as well.
