Reproduce https://duckdb.org/2024/05/03/vector-similarity-search-vss.html as a start - shove NFCorpus (from the onboarding docs) into it.

We want to compare against https://github.com/pgvector/pgvector as well.

Initial implementation here: castorini/pyserini#1984

The first checkpoint I would like is to reproduce the nfcorpus evaluation from the onboarding doc, but using duckdb and pgvector.
