CASS UI Standardize Framework and Competency Link Destinations #21

Currently, when clicking on a framework or competency item in a CASS UI details link there is no indication on whether the link will send you to another CASS UI Framework Explorer or the CASS Editor (different modules you send you to different pages).

This needs to be made consistent across all modules in CASS UI.

I'd recommend the "External link" icon as used in http://docs.cassproject.org and the like (on the left sidebar).
