Cleanup old 0.9.0 chainspecs from node codebase #4930

As a developer I want to work with codebase that doesn't have residual, unused code
AC:

remove resources/test/valid/0_9_0
remove resources/test/valid/0_9_0_unordered
remove resources/test/valid/1_0_0 (?)
remove tests that refer to the above files (they are in the codebase and are ignored)
