Updates all our packages to publish with provenance

• https://docs.npmjs.com/generating-provenance-statements
• This is supported by lerna: Custom npm publish commands (provenance?) lerna/lerna#3657 (comment)

Changelog

New

• add provenance: true to publishConfig in package.json files

Changed

• update publish workflows to have proper permissions per the npm docs

Testing / Reviewing

• Make sure our config matches the docs
  • We can confirm this works during the prerelease next week @andreancardona @alisonjoseph
