Bug Description

The kserve webapp does not appear in the kubeflow UI. Per Kserve docs, the web app has been included as a part of the kubeflow/manifests since Kubeflow 1.5 release.

To Reproduce

Deploy kubeflow, the models navigation is missing from the sidebar in the UI.
