[CAL-4691] Disallow rescheduling if within X hours

We've had requests from a bunch of customers that would find it massively helpful to be able to disallow rescheduling if you're within a certain number of hours of a call.

We should make this available in the teams plan and above.

Hello @baileypumfleet I would like to work on this feature. The desired functionality is for the user to not be able to reschedule if the meeting is in 6 hours or less right?
