can someone help explain what does "runtime" mean in monoio?

i have no idea how to utilize this "runtime" for monoio, no idea what it truly means and how it differs from other "runtime" or how to fully utilize the "runtime" features.

was already mentioned a design proposal but i think it's important to help normal users to understand the "runtime" better in the context of monoio, it's usage and more documentation. perhaps some comparison will be better (other than just benchmarks)
