Include deployment artifacts in the git history

We gitignore our HH build artifacts at the moment, but they include vital information about canonical deployments, like constructor args, solidity version, etc. We commit them into the repo as a source of truth given they do not dox any private keys or sys info of the deploying EOA or machine.

@bengobeil has deployed on to at least 1 or 2 networks, same with @solidoracle. I have at least 7. We will most likely have to reconcile some merge conflicts on testnets.
