Populate metadata.annotation_url with the taxonomy version IRI

Story: Any CAS file shared as JSON or embedded within the header of a matrix file, should include an Permanent URL from which it can be resolved in order that anyone using it has available a reference for sharing it with others.

Description

Once a taxonomy has been published to a PURL , automatically populate metadata.annotation_url with the taxonomy version IRI. This field should not be user-editable in TDT and should be updated with new version IRIs on future publication.
