VR Focus Management is needed to be able to deliver stable applications to Oculus Home.

This includes handling the following events:

Managing When a User Quits
Managing When a User Requests Recentering
Managing an Unplugged Headset
Managing an Unavailable Headset
Managing Loss of Windows Focus
