GTR V1 board did not connect to USB #76

I recently purchased two boards, Both boards are not connect with the USB. Only two lights are working on the board. There is no blue light. and 3.3 volt also coming from the regulator. What should I do . And what things should i checked on the board. Firmware is also not flashed on the board.
