Update CA scraper to point to new URL

The state appears to have redirected the original landing page for WARN notices from https://edd.ca.gov/Jobs_and_Training/Layoff_Services_WARN.htm to https://edd.ca.gov/en/Jobs_and_Training/Layoff_Services_WARN, returning a 301 moved permanently code and an HTML page titled "Document Moved." The scraper handles this transparently by following the redirect, but for efficiency and future-proofing we should update it to match the new URL.
