Cleanup: Locales file

For the locales file, we have a couple of groups: ServiceAccount, Service Registry, common and then the main section starting at line 0 is a long list of locales for kafkaInstances. Lets move the common group to the main section, and create a group for kafkaInstances. Also we should move any of the locale strings that are in kafkaInstances now that fall under the common group, to the common group of strings.
