As of codespell PR merge:

Implement inline ignores codespell-project/codespell#2400

codespell how supports inline ignores. This will allow us to limit the number of global ignores and make the spell checking a little stronger.

This is a follow-on for #1864 (where we had to accept a lot of global ignores for just a few files that had bad matches).
