Disable environment creation for hooks

Hello,
I am currently trying to get govcookiecutter working in a Cloud air-gapped environment. On previous versions I've copied in the pre-commit source code into our govcookiecutter repo and it has worked (version 1.7.3). I was trying to update this for our new system with the latest govcookiecutter but find I can't get past the pre-commit install and then committing code results in the package trying to initialize a virtual environment which it can't do in our system. I've been trying to find a way around this as many people want to use the latest govcookiecutter in the cloud environment, but have so far been unsuccessful. Is there any way to get the pre-commit hooks to install in the current environment instead of trying to create a virtual one that you know of?
